The Chair of the new Policing Authority says morale among gardai is poor, and the members sheÂ’'s met have complained of a lack of resources.

The Authority says one of its first priorities is to begin the process of appointing senior gardai, a function the Policing Authority is taking over.

The head of the Authority says she admits there has been tension between the Garda Ombudsman and the force, but says that'Â’s not her concern.
