The Irish Congress of Trade Unions is seeking a 4% pay rise for private sector workers.
ICTU is instructing unions in the private sector to press for pay hikes in 2017, worth at least €1,000 per year for a full-time worker.
It comes as the government faces intense pressure over public sector pay demands.
