Pro-Life and Pro-Choice groups are due to hold rallies in Dublin today.
It comes after the HSE last night published the terms of reference for its report into the case of a suicidal migrant who was refused an abortion - with the baby later delivered by c-section.
A four-person panel will investigate all of the facts surrounding the case - and report back in the shortest time possible.
Pro-life groups are holding a vigil on O'Connell Street from 4 o'clock.
Before that pro-choice activists will gather at the Spire at 2.

Meanwhile, members of the Pro-Life campaign will gather on Dublin's O' Connell street from 4 O' clock this afternoon in solidarity with the premature baby at the centre of this case.
Niamh Ui Bhrian Director of The Life Institute, is calling on the Government to the repeal the protection of life during pregnancy legislation.
She believes the laws failed both the mother and baby in this instance.
