A cabinet minister has said the terms of reference for the Garda Tapes inquiry can be expanded if TDs want them to be.
Ruairi Quinn's told the Dail that opposition parties shouldn't criticise the terms of reference for the inquiry until they've been finalised.
The government's due to consult with the Supreme Court justice Nial Fennelly, who is to lead the inquiry, before finalising the terms of reference.
