The ESRI says raising the minimum wage hasn't had much impact on poverty.
It's latest report finds many low earners live with people who earn more than them, which brings them above the poverty line.
It also found that less than a fifth of minimum wage earners in Ireland fall below the EU's threshold for being at risk of poverty.
