The Minister for Health has admitted that Rehab cannot be forced to abide by public pay policy.
But James Reilly says the government firmly believes that groups in receipt of state funding should abide by the same pay caps as other public servants.
Rehab's board of directors is meeting next Monday to decide whether to reveal the salary package of its chief executive Angela Kerins.
Minister Reilly says the government won't stop until it has full transparency in bodies that receive state funding - but he's ruling out an independent inquiry:
