The government is set to explore alternatives to Rent Pressure Zones before they expire at the end of this year.
Taoiseach Micheál Martin has signalled changes to the system, including the possible removal of the zones.
The system was introduced in 2016 to cap rent increases in areas with high demand for housing, but has been widely considered a failure as rental prices across Ireland have continued to rise.
Housing charity Threshold says the Housing Commission has previously discussed potential replacements.
Its CEO John Mark McCaffrey says any alternatives would take time to establish, and would need to be properly resourced.
