RTE has been urged to hire more people from ethnic backgrounds.
It's one of a number of recommendations in an independent review of role and gender equality within the organisation.
The report by Kieran Mulvey shows the gender pay gap is approximately 4 percent in the state broadcaster which is less than the general standard of 14 percent.
The review also calls for a more transparent culture, a more streamlined structure for pay grades and positive discrimination for grades that are dominated by one gender.
