Explosives and ammunition seized by the PSNI near the border with County Cavan represented a "threat to the community," according to the North's Justice Minister David Ford.
The PSNI said a "significant" amount of explosives were found at the village of Kinawley in County Fermanagh.
Police said the find had "prevented serious harm by violent dissident republicans."
A 43-year-old man is still being questioned about the find.
