The WRC has ruled against a driving licence agency after an asylum seeker was found to have been indirectly discriminated against.
An Indian woman who was applying for a learner permit was rejected as she couldn't provide a permanent address.
Her case was taken by the Irish Human Rights and Equality Commission to the WRC.
The WRC ruled that she suffered 'pronounced and obstructive' indirect discrimination, and was awarded 5 thousand euro in compensation.
It's the second time the commission has ruled against this body in the space of a month.
The first happened three weeks ago in the case of a man, with that decision being appealed.
The WRC has also ruled the body speak with the woman, who is from India, within the next four weeks.
