The Taoiseach has apologised to Sergeant Maurice McCabe for the state's failure to investigate his allegations more quickly.
Enda Kenny says the Garda whistleblower has been completely vindicated by the findings of the Guerin Report.
The cabinet's ordered a panel of experts to look into the operations of the Department of Justice, and to ask the Garda Inspectorate to look into the management of serious crime within the Gardaí.

Meanwhile the Secretary General of the Department of Justice has agreed to answer questions at a Dail committee.
Brian Purcell's position has been the subject of intense speculation since the Guerin report found the Department had failed to properly investigate allegations of Garda misconduct.
The Oireachtas Justice Committee has confirmed that Mr. Purcell has agreed to appear before it, most probably some time next week.
