The Taoiseach says Ireland needs a "root and branch" analysis of its justice system.
Enda Kenny says the Guerin Report highlights a need for the public to trust the integrity of the Gardaí.
The report lists a litany of failures by several state agencies to investigate allegations of serious crime.
It says there's sufficient reason to be concerned that the allegations made by Garda whistleblower Maurice McCabe - of serious corruption, malpractice and dereliction of duty of Gardaí - were not properly investigated.
The report is glowing in its treatment of Sgt McCabe - but says neither the Gardaí, nor the Minister for Justice Alan Shatter, paid heed to his concerns despite his good intent.
This afternnon the TAoiseach's told Galway Bay FM that the public trust in policing needs to now be a top priority.
A full commission of inquiry is now being set up to fully investgate the allegations themselves, and how they were investigated.
