The Taoiseach has said the government WILL implement the recommendations of a report by the Garda Inspectorate into penalty points.
But Enda Kenny has stopped short of an apology for the two whistleblowers whose claims led to the report being published today.
The report, which is said to outline evidence of corruption in the penalty points system, is to be published this afternoon.
