The taxpayer could face a massive bill for damages if a planned incinerator in Dublin's docklands is scrapped.
That's according to Dublin's City Manager, who says 96 million euro has been spent on the plant in Poolbeg - without a brick being laid.
Owen Keegan says that money can only be regained if the plant is given the go-ahead.
And Covanta, who were due to operate the plant, could go to court if the project is scrapped:
