The former head of the European Central Bank says he won't be appearing before the Oireachtas Banking Inquiry.
Jean Claude Trichet was the ECB President during Ireland's banking collapse - and was a strong opponent of burning Anglo bondholders.
However, he says the 2008 Bank Guarantee was a decision taken "without consultation" by the Irish Government of the time - and he was told afterwards.
