Unemployed people are better off working - and most would rather work - than be on the dole.
That's according to new research from the ESRI, which found that even when work pays less than welfare - 7 out of 10 people would sooner work than live on benefits.
It says most people who claim Jobseekers are single and childless - and would be paid more on the minimum wage.
However, the ESRI says Rent Supplement provides a DISincentive to work - because it is not payable to those in full-time work.
It concludes that substantial reductions in unemployment require job creation - and the provision of training and upskilling to workers where new jobs arise.
