The US Senate is holding an emergency session today to debate controversial powers allowing intelligence agencies to collect data on Americans' phone calls.

The powers which are part of the Patriot Act are due to expire at midnight, unless Senators agree an extension.

The White House has warned that letting the powers expire would put Americans at risk.

But Washington-based journalist Marcy Wheeler says the powers are controversial:
