The finance minister says he's spoken to Leo Varadkar about the dangers of predicting what might be in the Budget.
But Michael Noonan says the health minister was only trying to explain how little scope there is for cuts to income taxes.
Meanwhile Minister Varadkar says he's not upset after being publicly dressed down by the Taoiseach.
