The interim Garda Commissioner says Martin Callinan's use of the word disgusting was "unfortunate".
The former Commissioner, who resigned earlier this month, made the comment in reference to the actions of the Garda whistleblowers.
Noirin O'Sullivan, in her first public address, also says the force has to be more accepting of internal dissent.
