The Environment Minister has hit back after the Fianna Fail leader accused him of manipulating the changes to local boundaries for electoral gain.

Micheál Martin said Phil Hogan was guilty of gerrymandering - but the Minister says the Fianna Fáil leader needs to apologise to the Independent Committee.
