Con Horan, from the Financial Regulator's office warned members of the Quinn Group that Anglo loans for the purpose of buying the bank's shares may require 'exceptional approval'.
The warning appeared in notes from a March 2008 meeting that were shown to the trial of three former Anglo executives.
Willie McAteer, Pat Whelan and Sean FitzPatrick deny providing unlawful financial assistance to 16 individuals, including the Quinns, to purchase shares in July 2008.
