Music festival organisers face the prospect of having state funding pulled if they don't take action on sexual harrassment.
Culture minister Catherine Martin will discuss the move with the Fair Plé group next week after its Mise Fosta campaign on social media.
That saw women speak out about their experiences of sexual harassment and coercion in the traditional music scene.
Cliona Sadlier from the Rape Crisis Network says linking state funding to complaints procedures has already worked in other areas.

Younger People Need To Be Protected - Sadlier
Cliona Sadlier says the Minister is keen to put together a system of safeguarding for the entertainment industry that's fit for purpose.
She says that means, "we identify who is responsible for what, in terms of safeguarding and in terms of everyone having access that is safe for them - and tying that to public funding."
Cliona continued to say that, "one of the strengths of the Irish music scene is that it's inter-generational, you have that mix of generations and that's a strength."
"But it's also a vulnerability for those younger people who are in those spaces."
"This is a model that we've been developing in other sectors and there's every reason why we should be implementing it in the entertainment sector as well."
"Particularly because we're not just talking about adults here, we're talking about children and teenagers who are engaging across age groups as well."
