The Secretary General of the UN has appealed to EU leaders to show "leadership and compassion" ahead of a summit on the migrant crisis on Wednesday.
Bank Ki Moon said he was "extremely concerned" about the treatment of refugees, the closing of some borders and the lack of proper facilities to receive migrants.
His comments come after Hungary handed more powers to the army, including the right to use rubber bullets, tear gas and net guns on refugees.
Ministers from Poland, Hungary, the Czech Republic and Slovakia met tonight discussing their opposition to an EU proposal for migrants.
Germany and France are among those who back plans to share the burden of relocating 120,000 migrants from Greece, Italy and Hungary.
