The Sinn Féin motion was defeated after Fianna Fáil abstained.
Party leader Micheal Martin said they couldn't collapse the government in the teeth of Brexit negotiations.
Independents Denis Naughten, Noel Grealish and Michael Lowry voted with the government TDs to make sure Simon Harris kept his job.
